Background

The development of new energy vehicles, especially the electric vehicles, is a national strategy. It is not only a plan to improve the urban environment, but also a plan to reduce the dependence of country on the oil, and lays the foundation of the energy safety of country.

In order to effectively promote the energy conservation and emission reduction and promote the development of new energy automobile industry, the General Office of the State Council, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the National Development and Reform Commission have successively issued a series of notices and policies.

Guangzhou Municipal Government actively responds to the national policies and issued the Notice on the Local Financial Subsidy Standards for the Purchase of New Energy Vehicles 2016 and 2017 to give full play to the guiding role of financial subsidies and promote the innovative development of new energy vehicles.

Based on the management of new energy vehicles in brother cities such as Beijing and Shanghai, combined with the climatic characteristics and social conditions of Guangzhou, Guangzhou Municipal Government decided to carry out the performance qualification of new energy vehicles.

Performance qualification items

On the basis of the new energy vehicles that have passed the inspections by the Ministry of Industry and Information Technology, taking account of the specific natural climate and social conditions of Guangzhou, the current technological development of the new energy vehicle industry, and according to the principles such as the large safety impact of inspection items, short qualification inspection time and less qualification inspection, a total of 9 items in 4 categories were selected as the items for the performance qualification of new energy vehicles in Guangzhou.

Four categories are as follows:

1. Supervision items for the consistency of the product and the announced test sample;

2. Technical index items of product related to the amount of financial subsidies;

3. Technical index items closely related to the specific natural climate and social environment of Guangzhou;

4. Monitoring items related to the long-term operation of products in Guangzhou.

Work flow

New energy vehicle manufacturers that plan to apply for the local subsidies in Guangzhou shall be able to meet the requirements of Guangzhou Performance Qualification Program with their new energy vehicles and apply to the competent authority according to the Guangzhou New Energy Vehicle Performance Confirmation Implementation Rules and the main processes and procedures and hold a special qualification certificate for new energy vehicles.

1. Application for qualification of manufacturer and product model. New energy vehicle manufacturers shall submit application forms and application materials in accordance with relevant requirements;

2. On-site Review: Conduct on-site review for the after-sales service and emergency support systems established by new energy vehicle manufacturers in Guangzhou;

3. Application for qualification of models. After the successful registration, new energy vehicle manufacturers shall submit application forms and application materials in accordance with relevant requirements;

4. Qualification Testing New energy vehicle manufacturers send samples for qualification testing and obtain qualification testing reports;

5. Announcement of Qualification The relevant information of new energy vehicle manufacturers and models that have passed the review and will be publicized by the Municipal Development and Reform Commission; after the publicity, the new energy vehicle manufacturers will be issued with a special qualification certificate.

6. Supervision and Management The competent authorities comprehensively analyze the growth of the new energy market, consumer complaints and reports from technical institutions, organize, formulate and implement the annual supervision plan, and determine whether the qualification for the new energy vehicle manufacturer can be maintained according to the implementation results of supervision plan.

7. Evaluation of Manufacturer Responsibility. New energy vehicle manufacturers shall earnestly fulfill the relevant commitments and responsibilities, and jointly maintain a healthy and safe living environment in this city. The competent authority shall initiate an assessment of the responsibilities of manufacturer in accordance with relevant requirements.
